Mass Failure, who's blame?

According to Mobile Dictionary, Failure mean the state or condition of not meeting a desirable or intended objective, it also mean opposite of success, while mass in a concise and precise manner mean much in quantity. Mass failure is a scenario where over 60% of students failed a course.
The issue of mass failure turns one to devour the system of education today; one would personally feel bad if almost half of a class performed below average in exams, the first questions that come to someone's mind are were the questions strange to the students, were the lecturers lacking in responsibilities, or were the students run through one's minds in such a very disturbing situation?.



As a student, you likely look forward for better result, wanting to be among the best, so if on getting to board and you see such disastrous display, you are bound to feel bad and worried.
Students are to be blamed for mass failure as some possess lackadaisical attitude towards studying, others allow social vices to overwhelm their educational activities and some don't devote their time for intensive reading hence, got their aim defeated. Financial constraint is also a contributing factor to the issue of mass failure, though some have the means (Money), but prefer to spend the money on other agendas not utilizing it judiciously for acquiring reading materials.

University management can also be blamed for cases of mass failure as the time-table doesn't favour students a times, this could clearly be seen in the instance of a students writing more than one paper in a day. These students do claim that they divide their concentration and led to their aim of thorough reading for each course being defeated. The question is that among the management and the student, who is to be blamed for mass failure?
